Throughout the game, Tommy forges out a criminal empire in Vice City, gradually obtaining contracts, running businesses and seizing power from the other criminal organizations which are present in the city there. The game uses a version of the game engine used in Grand Theft Auto III and similarly presents a huge cityscape, fully populated with buildings from hotels to skyscrapers, beutiful shopping malls and vehicles (cars, motorcycles, boats,ships, helicopters) and people to explore.....

In GTA Vice City Stories a player can do almost whatever he want's.. for example he can fly a plane ,chopper, can steal vehicles can use different weapons and machine guns to disturb public, and can complete different levels and tasks to unlock some special areas.
